After spending some time in Starfield with the Freestar Rangers, your main mission will be to track down a ship stolen from HopeTech by the First mercenaries. During the Shadows in Neon adventure, you’ll explore the entertainment town of Neon and try to get closer to the stolen ship.
In the process, you pay off more debts and practice your persuasive skills to get more information. Such is the life of an MP! So here’s how to complete the Freestar Rangers’ Shadows in the Neon adventure in Starfield.
Starfield Shadows in Neon Quest Guide
Begin the Shadows in Neon quest by making your way to the city of Neon. When you get there, enter the Freestars Rangers outpost and talk to your fellow Ranger Jaylen Pryce, who is a pretty nice guy.

He will then take you to his friend, a ship mechanic, in Ebbside. Follow Jaylen to his friend, which is quite a walk, so be careful not to walk too far ahead of him.
When you approach Billy Clayton, let Jaylen talk and then talk to him about the stolen ship. He will reveal to you that he is in trouble with a syndicate because his brother owed him money. His brother is now missing, which means they’re trying to get Billy to pay off the debt.

Billy offers us a deal and says he’ll give us the information we need if we can take care of the debt. So we agreed to speak to the Syndicate on his behalf and return later once the matter is resolved.
Make your way to the Underbelly of Neon and the Syndicate’s hideout and save your game. There is a guard at the door to the hideout, but you can persuade him to let you inside.

If you have completed the Ryujin Industries quest line and been equipped with a Neuroamp, you can use Manipulation to persuade NPCs with ease. If you don’t have this already, you can go back to your quicksave if you fail at Persuasion.

He’ll let you in soon. Go upstairs and talk to Emmet Goodman about Billy’s debt. He will be hesitant to let the matter go, but again, you can persuade him to do so (and manipulate him in the process). Alternatively, you can simply pay off Billy’s debt, which is only 4000 credits.
After paying off the debt, return to Billy and Jaylen. Billy will tell you to look for one Grace Early, who frequents Madame Sauvage’s Place. She knows everything when it comes to stealing ships and selling them in the city of Neon.

So make your way to Madame Sauvage’s Place, save and talk to Grace. Again, she will be hesitant to tell you anything, but you can persuade her to do so. She desperately wants to help, but she doesn’t want to get herself in trouble, so persuasion based on that will be successful.

Grace will then give us an encrypted tablet with evidence that we can use. Return to Akila City and speak to Alex Shadid in The Rock; give him the tablet to decipher.

After speaking with Alex, return to Marshal Daniel Blake and report your progress to him. He will help you find the right path to our ship thief, and that is the clinic. Now it’s time to complete the Surgical Strike adventure.
