To start the quest “Where Hope is Built” in Starfield, talk to Daniel Blake at The Rock in Akila City. Show him the slate you received during the last quest, Deputized, and he will begin assigning you your next quest.
He’ll tell you to head to the planet of Dust to meet up with Nia Kalu, but as you fly into the planet’s orbit, you’ll receive a call from Nia. Her ship will be having some problems, so dock and climb aboard to help her.

When you board the ship, talk to Nia Kalu. She will ask you to fix her ship while she tries to recover from her injuries.
